Uttar Pradesh's air quality crisis is well documented, but the public conversation around it remains locked in technical language - AQI figures and pollutant charts that most people cannot connect to their own lives. Few see air pollution for what it is: a climate crisis with direct, intersecting consequences for gender, livelihood, and health. Without that understanding, public pressure stays weak, even as the crisis deepens.

This gap in public understanding is compounded by a gap in institutional action. Despite growing awareness and repeated political commitments, the pace at which UP's cities draft and implement clean air action plans under NCAP remains slow. Civil society organizations across the state are eager to act, but often lack the technical understanding, sustained capacity, and coordinated platforms needed to scale their impact, while government bodies lack the institutional capacity to design and implement solutions at the scale a state as large as UP demands.

Closing both gaps, in public understanding and in institutional capacity, calls for a movement large and diverse enough to shift how people see air pollution, and to hold both civil society and government accountable for acting on it.
